A traveler named Marlin Jackson was mauled by a fellow passenger’s Labrador during boarding of a June 3 Delta flight to San Diego.  The U.S. Department of Transportation is reviewing  the incident. The agency also discussed reviewing input from a committee that last year discussed changing rules for emotional support animals on planes.

Federal officials and Airline Employees suspect that many travelers are abusing the rules for emotional support pets aboard planes to avoid paying $75 pet flight fee for pets kept in containers beneath seats

Emotional Support animals can sit on their owner’s lap if they are leashed. Unfortunately, this puts a not well trained dog or probably a non emotional support dog right in the face of fellow passengers.  This is exactly what happened to Marlin Jackson as he took a window seat.  According to Jackson’s attorney, After Jackson was seated the dog lunged at his face and inflicted deep bite wounds.
